The need….
West Virginia is a very rural State with businesses and residences located virtually everywhere.
A set of up-to-date statewide digital maps are necessary for many reasons.
Many counties do not have the necessary funds to to develop such systems and many current maps are antiquated.
Vision Statement
To provide the highest level of emergency response to insure security, safety and peace of mind to all citizens of West Virginia.
Mission Statement
Use sound and recognized methods and standards to provide uniform city-style addresses for the large rural area of the state
Ensure that rural areas of the state are accorded access to the same level of prompt and accurate emergency service as urban areas
Respect the progress and accomplishments of jurisdictions that have completed suitable addressing

Employ the latest technology such as digital mapping, global positioning, wireless telecommunications and geographic information systems
Manage funding sources efficiently and cost effectively to accomplish a statewide system at minimal cost , if any, to the taxpayer or state

Board History
In 1999 several 911 directors attended a meeting in Washington set up by Congressman Rahall with the WV  congressional delegation to begin the development of the project
A committee was appointed to look at how to develop a statewide mapping/addressing project
Verizon was approached to assist in funding this worthy undertaking
Verizon’s Incentive Regulation Plan (IRP) expired in WV
Verizon agreed to include funding for  a statewide mapping/addressing project in its new IRP
Board History
WV E-911 council worked closely with Verizon to promote this project in its IRP to the WV PSC
E-911 council introduced legislation with the assistance of Verizon to create the statewide addressing and mapping board
Legislature was very receptive to the idea after seeing its many benefits
Hard work on the part of many parties made the passage of Senate bill 460 a reality
Senate Bill 460 Highlights
Established a temporary statewide Blue Ribbon Board to accomplish the goal of addressing and mapping all of WV
Created a special revenue fund so various entities could contribute to the project
Authorized the board to propose legislative rules to set standards for mapping and addressing
Provided for the issuance of an RFP for mapping and addressing by January 1, 2002
Senate Bill 460 Highlights
Allows the Board, after receiving funding, to pay contractors and to reimburse local agencies for assistance in addressing and mapping  the state
All issues must be addressed as legislative rules and approved by the legislature
Senate Bill 460 Highlights
Authorizes the board to establish fees for copies of maps, compilations or other works created as a result of the project
Allows the board, with the permission of the PSC, to use its facilities and staff in connection with the project
Sunsets the board on April 1, 2007 and provides for the orderly transfer of responsibilities to the county commissions under standards maintained by the PSC

Governor Wise appointed board members in late 2001
The WV PSC settled the Verizon IRP case and $15 million was allocated to the mapping and addressing project
The plan calls for Verizon to contribute $3 million a year for 5 years to fund the project

What the Board Has Done…
Worked with the Legislature to extend the deadlines for the mapping and addressing RFP and legislative rules until January 1, 2003.
Is currently hiring a nationally recognized project manager to oversee the project and effectively manage the available funds
Currently finalizing an RFP to do Aerial Photography in early 2003 for the entire state
What the board won’t do
Take authority from local government
Change addressing that meets an acceptable standard and is completed
Name local streets
What local government can do to help..
Begin developing local addressing ordinances
Identify streets that are not named
Name all streets and roadways in your jurisdiction
What’s needed…
Additional funds to provide such vitally necessary items as higher resolution aerial photography for urban areas and flood prone areas.
Funds to develop digital elevation models as part of the project,  which are necessary to perform adequate flood plain management and other emergency planning
What’s needed…
Support at the federal level to ensure cooperation with agencies such as FEMA, USGS, The Office of Homeland Security, The Department of Transportation, The US Census Bureau, The Department of Health and Human Services, The Corp of Engineers and others to develop one system that will work for everyone and eliminate duplication of services, expenses and efforts.
Possible solutions..
Funding from FEMA so that more accurate flood plain maps will be developed.
Funding from the Census Bureau to help locate all structures in the state thus providing them with better data
Possible Solutions..
Funding from the Office of Homeland Security to create better maps of critical infrastructure.
These highly detailed maps could be used for developing a GIS system for planning and response of any natural or man made disaster.
Possible Solutions..
Funding from the Department of Health and Human Services to develop a system to track disease and also develop a system of tracking illnesses that may be related to a terrorist attack  with biological weapons.  The system could identify trends  and locations of events.
Possible Solutions…
Funding from the Department of Transportation to assist in upgrading highway maps that could easily be shared over the Internet if necessary.
Conclusions
The WV Statewide Addressing and Mapping Board was created to develop a system to be used by 911 to SAVE LIVES
There are many reasons to expand this system for other uses
There is the potential to save $$ due to the size of the project and have one system that meets the needs of many
Conclusions
Valuable assets to  complete this project are the Rahall Transportation Institute and the WVU GIS Technical Center both located in WV
A true WV GIS system could be developed that has unlimited uses and will SAVE LIVES
Reverse 911 is available with this project which is important in Homeland Security
Accurate flood plain maps with multiple layers could be developed
The system is critical for Phase II wireless calls
What’s needed?
The Board believes an additional $5-10 million dollars is needed to do many of the enhancements that  are necessary to develop this valuable project.  With all the agencies that will benefit and the impact the project will have we feel that this additional funding is vital to the project and the citizens of the State of West Virginia
Possible Solutions…
We want West Virginia to become a pilot state for the new National Map program.  The WVSAMB is already doing many of the things needed for this program.  WV could be done for a fraction of the cost with funding already committed and be a model for the nation.
