Donald T. (Tom) Williams, Jr.

Donald T. (Tom) Williams, Jr. is a West Virginia native, born and raised in Huntington. Tom holds degrees from Marshall University and The George Washington University School of Business and Public Management, and has been certified as an Emergency Number Professional (ENP) by the National Emergency Number Association.

Tom retired from Verizon in 2006 after a long career, most recently serving as Enhanced 911 Service Manager for West Virginia and managing 911operations in Virginia, Maryland, DC, and in 5 states on the west coast. He acted as customer advocate for all 911 centers and their subsequent controlling organizations, the County Commissions in West Virginia and the Boards of Supervisors in Virginia. He has been actively involved in the deployment of Enhanced 911 service for Verizon Communications, formerly Bell Atlantic, for over fifteen years and has in-depth knowledge of the service offering, the industry, and customer requirements. Tom was a WVSAMB Board member from the inception of the project until his retirement.

In July, 2006, Tom joined Michael Baker Jr., Inc. as Group Manager, Public Safety Services, and provides consulting and project management services to E911 centers and related clients in the emergency response and public safety sector. He will serve as a local deputy project manager and lead the team of county addressing liaison personnel.

In addition to his professional duties and this board, Tom served on the Board of Directors of Kanawha County Metro 911 and has held several appointed positions with the South Charleston city government, including the Planning Commission and the Fire Civil Service Commission. Tom played an active role in the formation of the West Virginia chapter of the National Emergency Number Association and served as its first President. He also is active in the Association of Public Safety Communications Officers (APCO) and has held several offices in that organization.

Tom is a resident of South Charleston.
